It is probably a pun on [[translations:the_land_of_shadow|orc's comment]] "[[translations:lotr_memes|Where there's a whip, there's a will]]" ("[[translations:the_land_of_shadow|The Land of Shadow]]" chapter of LOTR II), which is also a pun on a proverb "Where there's a will, there's a way".
